The Opportunity
A nonprofit education services organization helps families plan and pay for education by supporting programs that expand access to financial assistance. The organization collaborates with education partners and public agencies to support software systems used to administer education funding programs.
The organization works closely with a public education agency responsible for administering several scholarship programs that help eligible students access educational opportunities during their K-12 years. These programs provide financial assistance to families pursuing options such as private schools, specialized programs, or other qualifying educational environments. Managing these initiatives requires a reliable scholarship management system capable of tracking student eligibility, administering program rules, and distributing funds accurately.
For many years, program administrators relied on a legacy custom application to support these processes. The system allowed staff to review eligibility, manage scholarship records, and oversee the distribution of funds to qualifying students. While the platform had supported the program effectively for a long time, it had gradually become difficult to adapt as program requirements evolved.
The technology environment reflected the time in which the system had originally been built. Many workflows had been shaped around the limitations of the platform, and tasks that could potentially be automated required manual intervention. As the programs expanded and policies changed over time, it became increasingly clear that a more flexible platform would help streamline administration and support future program growth.
Because these programs are funded through state legislation, replacing the legacy system required approval through the state budgeting process. Once funding became available, the organizations began a modernization initiative aimed at replacing the aging platform with a modern web application capable of supporting the scholarship programs long into the future.
The organization assembled a development team to begin building the new system and later engaged Emergent Software to contribute additional engineering expertise. The goal was to help accelerate development while ensuring the new platform would provide a scalable, maintainable foundation for scholarship program administration.
The Solution
Emergent Software joined the modernization effort as a supplemental engineering partner, working alongside an existing development team to support delivery of the new platform. The engagement included dedicated engineers and a technical product owner who collaborated closely with program stakeholders to translate operational requirements into a modern application architecture.
The new scholarship management system was designed as a cloud-based web application built on the Microsoft technology stack. The platform uses a .NET backend hosted in Microsoft Azure with an Angular front-end interface designed to provide administrators with a modern, flexible environment for managing program data.
The application brings core scholarship administration functions together in one system. Staff can review student eligibility, manage scholarship records, and oversee the distribution of funds to qualifying students. The platform also supports the administration of program rules and the management of related student and scholarship data, helping staff carry out the day-to-day work required to manage these programs. While these functions existed in the legacy application, the new web interface is designed to make records easier to navigate and program information more visible, with a more flexible foundation for streamlining manual workflows as requirements evolve.
Migrating the application to Azure provided an important architectural improvement over the legacy environment. Instead of relying on rigid infrastructure tied to older technologies, the new system operates within a scalable cloud environment that can support future enhancements and evolving program requirements.
Because the platform manages sensitive student information, development work was shaped by strict privacy and security constraints. Access to legacy environments was limited, and real student data could not be freely shared with development teams. As a result, engineers often relied on structured walkthrough sessions with program staff to understand how existing workflows operated.
This collaboration helped ensure the new platform accurately supported operational needs while also creating opportunities to streamline workflows that had previously been constrained by the limitations of the legacy application.
Emergent Software’s engineers contributed directly to development while helping ensure the solution followed modern Microsoft development practices. Working as part of the broader team, they helped deliver a system designed to be easier to maintain, extend, and scale as scholarship programs continue to evolve.
The Impact
The modernization of the scholarship management platform represents a significant step forward in how these education funding programs are administered. Emergent Software joined the initiative during development and continues to contribute engineering resources as the system progresses toward its first production deployment.
The initial release of the new platform is designed to introduce a minimum viable product capable of supporting core scholarship program workflows. This phase includes migrating program data from the legacy environment into the new cloud-based system.
Even before full deployment, the modernization effort has already created a more sustainable foundation for administering the programs. By replacing the legacy system with a platform built on Microsoft Azure, the organizations now have an architecture that can adapt more easily as program rules and policies evolve.
The new platform is also designed to reduce the administrative burden associated with managing scholarship programs. Processes that previously required manual steps can now be streamlined within a modern application environment that provides improved visibility into program data.
For administrators who interact with the system daily, the updated user interface represents a significant improvement. Staff will be able to manage records through a modern web application rather than navigating the rigid forms and limited functionality of the previous platform.
Another important benefit is improved long-term maintainability. Legacy systems built on specialized technologies can be difficult to support over time. By rebuilding the platform using widely adopted technologies such as .NET, Angular, and Azure, the organizations now have a system that can be maintained and enhanced by a broader pool of developers.
As the new platform continues to evolve, it will provide a more adaptable and efficient foundation for managing scholarship programs that help students access educational opportunities.
