The Opportunity

A specialized services company supporting utility providers relied on a custom-built web application to manage its core business operations. The platform enabled internal teams to track investigations, process claims, and coordinate financial recovery tied to damaged infrastructure. As the company expanded its client base and operational footprint, this application became increasingly central to daily workflows and revenue generation.

By the time the organization engaged Emergent Software, its primary system was already a legacy application built on ASP.NET Web Forms and hosted on on-premises infrastructure. While functional, the platform struggled with performance issues, frequent instability, and growing technical debt. The codebase contained duplicated logic and was difficult to maintain, limiting the organization’s ability to enhance functionality or respond quickly to changing business needs.

At the same time, the business itself was evolving. New service offerings, expanded geographic reach, and increasing transaction volumes placed additional strain on the system. Internal teams depended heavily on the application, but lacked the technical expertise and capacity to stabilize and modernize it independently. Leadership changes and turnover among subject matter experts further complicated continuity, making it difficult to maintain a consistent vision for the platform’s future.

Recognizing both the importance of the system and the risks associated with its instability, the organization sought a long-term partner to provide ongoing support, guide incremental modernization, and ensure operational continuity. Emergent Software was engaged to stabilize the environment, support day-to-day operations, and help chart a sustainable path forward.

The Solution

Emergent Software began the engagement with a discovery and stabilization phase focused on understanding the application’s underlying business logic and technical architecture. The team conducted a detailed review of the existing codebase, identifying areas of redundancy, performance bottlenecks, and structural inefficiencies. Early efforts prioritized maintaining system availability while introducing targeted refactoring to improve maintainability and consistency.

From the outset, the engagement was structured as a managed application support model. Emergent assumed responsibility for ongoing maintenance, including bug fixes, enhancement requests, and routine operational tasks such as server patching and monitoring. The team also provided infrastructure support, managing virtual machines and implementing multi-factor authentication (MFA) to strengthen security across the environment.

As the partnership matured, Emergent expanded its role beyond maintenance to include continuous development. The team introduced incremental improvements to the legacy application while supporting the launch of new capabilities. This included the development of additional applications using modern frameworks such as React, as well as enhancements to mobile functionality that enabled field investigators and external users to interact with the system more effectively.

Emergent also supported the client’s transition toward cloud-based infrastructure, contributing to a partial migration to Microsoft Azure. This shift improved scalability and created opportunities to introduce more advanced capabilities, including data warehousing initiatives and analytics workloads within the Azure ecosystem. SQL Server remained a core component of the architecture, supporting transactional data alongside emerging data modeling efforts.

A significant portion of the engagement focused on balancing modernization with practical constraints. Resource limitations and the complexity of the existing system required a phased approach rather than a full replacement. Emergent worked closely with stakeholders to prioritize initiatives, ensuring that enhancements aligned with business value while maintaining stability. Over time, the team also contributed to a multi-year effort to rebuild portions of the application using modern technologies, achieving key milestones while continuing to support the live system.

Throughout the engagement, collaboration and knowledge transfer were central to Emergent’s approach. As internal leadership and subject matter expertise evolved, Emergent became a consistent source of technical continuity. The team developed deep familiarity with the system’s behavior and business rules, enabling them to guide decision-making and provide clarity on how the platform should function. This level of understanding positioned Emergent not only as a delivery partner but also as a trusted advisor for the organization’s technology strategy.

The Impact

The most significant outcome of the engagement has been a sustained increase in system stability. Prior to Emergent’s involvement, the platform experienced frequent interruptions that affected business operations. Through ongoing maintenance, targeted code improvements, and proactive support, these disruptions were significantly reduced, creating a more reliable environment for daily use.

Performance improvements and continuous enhancements have enabled the organization to scale its operations more confidently. Over the course of the partnership, the company expanded into new geographic regions, including international markets, and broadened its service offerings. The system evolved alongside the business, incorporating new features and supporting increased user demand without compromising stability.

Emergent’s long-term involvement also led to the development of extensive institutional knowledge. As internal teams experienced turnover and leadership transitions, Emergent provided continuity and expertise that the organization could rely on. In many cases, internal stakeholders turned to Emergent team members for guidance on how the system was designed to function, reinforcing the team’s role as the primary stewards of the platform’s technical and functional understanding.

The partnership proved particularly valuable during periods of operational risk. When issues arose, including outages tied to internal changes, Emergent was able to respond quickly and restore system functionality. This responsiveness helped maintain business continuity and reinforced trust between the organizations. Over time, the client repeatedly reaffirmed its confidence in Emergent, even as new leadership evaluated alternative approaches.

From a development perspective, the engagement delivered substantial incremental progress. Hundreds of enhancements were implemented over time, improving functionality, usability, and performance. New applications and features expanded the system’s capabilities, while data initiatives introduced more advanced reporting and analytical potential.

Today, the organization operates with a significantly more stable and adaptable technology foundation. While elements of the legacy system remain, they are supported by a structured approach to maintenance and modernization. The business now has confidence that its core platform can support ongoing operations while evolving to meet future needs.

Emergent Software continues to provide managed application support, ensuring that the system remains reliable and aligned with the organization’s priorities. The long-term partnership has positioned the client to pursue future modernization efforts with clarity and confidence, backed by a deep understanding of both its existing platform and its path forward.
